Harmonisation of statistical concepts in the social security

Research project AG/DD/39 (Research action AG)

Persons :

  • Prof. dr.  BERGHMAN Jos - Katholieke Universiteit Leuven (KU Leuven)
    Financed belgian partner
    Duration: 1/9/1999-31/12/2001

Description :

The project aims at building a consolidated view of the population ventilated by social security and social assistance categories. The department does not have such global view at the moment, its publications still sum up independent statistical series. The main objective is to move from the notion of "payment" to the one of "beneficiary". In other words, instead of counting pensions, the idea is to count retired people. In order to get such a consolidated view of the population, it is necessary to harmonise the underlying statistical concepts used in social security data.

Implementation:

1. definition of a global statistical concept for the population according to social security or social assistance relevant categories
2. confrontation of the existing data to the concept
3. formulation of recommendations for the harmonisation of the existing data in a consolidated dataset of the population
4. creation of a database presenting the needed consolidated statistics
