2. Description of the project

- The supplementary social provisions of Belgium are increasingly forming an important element of the social protection in Europe. During the Belgian Presidency of the EU, on 19 and 20 December 2001 a conference was organised by the KU Leuven-UCL on "Supplementary social provisions in the European Union".
- The purpose of this project is to map out this theme statistically.
- The second and third pillars of the social protection system are in full expansion and are characterised by the large number of types of actors, such as public, semi-public, private insurance policies, health insurance funds, cooperative societies, etc. This means that mapping out the supplementary social provisions will be a major job.

3. Missions to be performed:

A By the research team

- Prepare an inventory of the existing supplementary social provisions in Belgium. In so doing, account must be taken of the OSTC research project "The invisible pensions". In any event, health care must be dealt with in this project.
- Fit the information available on the subject within the European methodology.
- Develop a uniform standard form with which the actors involved can submit the data.
- Construct a database which maps out the evolution of the supplementary provisions.

B By the institution

- Contacts with the various institutions and policy levels which are involved;
- Implementation in existing data systems, in collaboration with the researchers.

4. Final product:

A To be delivered by the research team

- Inventory and classification of existing supplementary social provisions in the second and third pillars.
- Standard form for the collection of statistical data.
- Delivery of an operational database "upplementary social provisions".
- Development of an accompanying methodological manual, which also includes interpretation of the included data.

B By the institution

- Integration of the operational database within the ICT environment

5. Valorisation of the final product

A For the institution

Integration into the existing reports on the national and international levels (e.g. Eurostat´s Social Protection Statistics Programme; report for Social Policy Committee (EU), Health calculations).

B For the public

Opening of the database for various users: policy-supporting services, researchers, and interested public.
