The project focuses on the relationship between the political authorities and senior public administrators in both the drafting and implementation of public policies as well as in the management of services. Indeed, the articulation between the governmental function and administrative functions represents one of the crucial points for examination in improving the efficiency of our system of political decision-making and public affairs management.

OBJECTIVES

The project follows a three-fold objective :

- Analysis of the respective roles of the political authority and senior administrators in the elaboration and implementation of decisions and the management of services, and examination of collaboration methods and mechanisms for co-ordination between the above-mentioned actors.

- Evaluation and selection of management instruments that should allow public administrators at the head of federal administrative departments to take managerial responsibility for their departments.

- Depending on the two above-mentioned objectives, definite the "mandate" - aimed at organising the relationship between the minister, his cabinet and senior public administrators - and ensure its transcription at the judicial level.
