Description :

Phase 1 – two years
Anxious to provide the public and all their partners with a service of quality, the French-speaking local television stations, through the intermediary of their Federation, wish to set up a programme to reinforce the efficient support represented by Teletext.

With this in mind, the local TV stations, in partnership with FOREM, have therefore decided to make exchanges of information and the publication of vacancies more effective.

FOREM holds a centralised list of vacancies at its central office; these vacancies are distributed on its regional channels according to the locations of the would-be employers.

Because of the quality of the vehicle represented by local TV stations, almost all the FOREM local offices have agreements with the TV stations in their regions. So it was at this level that the vacancies to be broadcast were sent through.

In order to make the transfer more fluid, both partners needed an in-depth overhaul of the working structure, as well as optimisation of the work support.

This project will also use the facilities offered by the Internet channel, which permits remote input. In effect, the core of the problem lies in feeding the system and up-dating at global level, not in the introduction of technologies.

The effects of the project in terms of economies of scale, rationalisation of the back office, and improvement of the service to the general public are substantial.
The main challenge consists of providing a fuller, more efficient service, while rationalising the workload for FOREM and for the local TV stations. A more appropriate structure will in fact make it possible to kill two birds with one stone.

Project extensions (Phase 2 – two years)

This initial move has opened the way to the development of other services making it possible to met social needs, such as the broadcasting of a Ligue des Familles cultural diary, added on to reinforce the partnership in Phase 2.

Alongside this, the presence of services on the internet will be reinforced, thanks to the Teletext export modules which make it possible to supply a site with data already structured and up-dated on Teletext. This means that the sites of the local channels will thus be enhanced with wider-ranging, up-to-date information, with no additional work required.

Initiated by local television stations in the non-commercial sector, the project initially aims for application on French-speaking local community channels. In the long term, it should be possible, and is hoped, that it will be extended to the level of the French and Flemish communities (via the local TV stations). This is why this application should not only benefit these partners but also the whole of the information society, via the Internet.
