Description :

The "Standardisation of a digital counter for citizens and XML data exchange" project has 4 components:

1) The growth of municipal digital counters and the major differences between the services these counters offer make it difficult at times for citizens to find their way. The "Digital counter for citizens" component will propose a standard for the digital counters of local councils that cater for citizen affairs. "Municipal digital counters for citizens" should be understood to refer to the services from the registry of births, marriages and deaths that a local council wishes to offer its citizens via a digital counter. This project will define the package of services that citizens may avail themselves of as well as the way in which services should be offered to citizens. The XML description of counter forms, for the benefit of municipalities, forms part of the project’s aims.

2) The "XML exchange of registry office data" component is aimed at speeding up the exchange of data and documentation from the municipal registry of births, marriages and deaths between the relevant authorities by allowing these transactions to take place electronically. The project will use XML to structure and describe a number of documents and notices. At the same time, it will draw up recommendations and provide methods to ensure a faster, secure flow of notices between local councils themselves and between local councils and the National Register.

3) The "Standardised structure for exchanges of personal data" component will use XML to describe a structure for electronic exchanges of personal data. Authorities, institutions and other bodies today are each using their own standards for these exchanges. The project’s objectives include determining the conditions that networks and systems must comply with in terms of both security and performance during electronic exchanges of personal data using such a structure.

4) Implementation of the "Consultation by citizens of their data in the National Register of Natural Persons" component ties in with the objectives of a transparent government. Naturally, this project must be mindful of the security and protection of a person’s living environment.

A pilot-project accompanies each project component.
