Description :

The cluster of expertise will support and accompany the application project of the same name, both actively (concept input, workshop organisation and facilitation) as well as reactively (result auditing, result assessment and publication, identification of valorisation potential).

The 'business' section will introduce concepts that are in line with developments at the European level, notably public-sector trends within the framework of e-government and best practices found in the aviation sector. Business needs will be defined analytically.
The appropriate management techniques will be introduced so that business processes may be modelled along structured lines in such a way as to make them transferable to IT specialists.
Care will be taken to ensure that the solution provided indeed supports the business concepts developed and caters for business needs.

In the technology section, suitable technologies (database, communication, components, etc.) will be identified on the basis of existing technical developments and their usability within the existing environment.
Suitable methodologies and techniques for software development (RUP, UML, etc.) will be recommended for the application project and their application monitored. These methodologies and techniques will be investigated with a view to their potential for expansion, maintainability and re-use in the longer term.
Specific knowledge will be introduced that is necessary during the analysis and design of complex systems. Care will be taken to ensure that the solution provided within the framework of the application project complies with current criteria regarding sound expertise.

As far as possible, the working schedule of the cluster of expertise will be coordinated with the phasing-in of the application project and involve the following modules: study of needs (business modelling and requirements); concept study (analysis and design); demonstration project; cost-benefit analysis and finalisation of the project.

The results generated will be validated in the application project.

Specific results expected from the cluster of expertise are:

- A concept for e-government that will be applicable within an aviation management context and, at the same time, be extendable to new business partners within the framework of public-private partnerships (PPPs);
- Guidelines and related information during the application of new technologies;
- A ‘government to business’ business model that is transferable to other public clusters;
- Publications that will include case studies and best practices with regard to e-government;
- Creation of a framework for students regarding final degree dissertations ;
