    Duration: 1/8/1997-31/7/1998

Description :

All democracies can be said to rest on two pillars:

The first is effectiveness, i.e. the capacity of the public authorities to guarantee security, employment and prosperity.

The second pillar is legitimacy, i.e. the conviction in the population at large that the political institutions and their equipment deserve to be trusted, as well as the conviction that those who govern the state have the right to do so. History teaches us that no single democracy can survive a prolonged weakening of either of these two pillars.

The last twenty five years, political concerns about the effectiveness of the Company Belgium Inc. have become obsessive. Meanwhile, insufficient or no attention at all was paid to the other pillar, the credibility of the regime, which was gradually eaten away by corrosion.

The present project intends to investigate how the relationship between the citizens and the justice system, both the Department and the courts, can be improved, with a view of restoring the legitimacy of the democratic order.
