Given the adage "ignorance of the law is no excuse", what is being done to keep citizens informed of their rights (some of which may have been recently acquired)? We attempt to inventory the initiatives taken by public authorities to ensure that citizens are informed of certain rights. On the other hand, we try to inventory the initiatives taken by entities other than the public authorities (e.g. unions, lawyers' federations, etc.). In both cases, the question is: to whom is the information addressed?

The second stage consists in examining the effectiveness of these initiatives. The central question is whether the target groups are reached.

The third and last stage provides a description of legal assistance. The objective is to compare the legal aid offered with the actual demand. Special attention is paid to the dual role (judicial and extra-judicial) played by public authorities in this area. We also consider the legal aid supplied by the various unions, consultancies, and welfare offices.
