The importance of international spillovers for a small open economy: micro-evidence for Belgium

This research project sets out to examine the impact of assorted direct and indirect technology transfer criteria regarding Belgian company innovation and productivity performance. In view of the Belgian economy’s small-scale nature and high degree of openness, a great deal of specific attention will be paid to the international dimension of these technology transfer mechanisms. Four different channels, along which technology transfers take place, will be quantified. The analyses will be based on data from Belgian industry - compiled as part of Community Innovation research projects CIS-1 (1993) and CIS-2 (1997) - and on bi-annual R&D data for Belgium.

In terms of the research project’s expected output, we will be able to compile assorted indicators showing international know-how spillovers for Belgium across different levels. The research project will also put forward fresh criteria regarding the degree of R&D internationalisation by the Belgian subsidiaries of foreign multinationals in Belgium. A new databank, in line with the existing OECD databank (which currently does not contain any data for Belgium), will be built up. The results will be of value to policy-makers in a small host country when it comes to taking maximum advantage of international spillovers.
