Description :

The general objective is to draw up an inventory of the resources necessary to permit the public authorities to deal with the needs emanating from the civil society for development and implementation of the management of public services. In a context of social change, these needs concern both what the public authorities must do and how they do it. The expectations of the citizens with regard to the action of the public authorities both in terms of the missions assumed and the manner (parsimonious, efficient and effective) in which they are performed, contributes to determining their legitimacy.

The results of the research are expressed in the form of a series of questions which incorporate the gaps in knowledge which should permit the authority to successfully implement its modernisation projects.
