Research project SS/D4/03 (Research action SS)
The study gathers material to promote the social objectivisation of the public debate regarding the welfare state in 2000, and to contribute in this way to policy development and support. This is done by means of developmental research, specifically the development of an operational model for determining needs and planning and the best possible harmonisation of the system of care with prevailing needs and the development of an operational strategic management model to allow the most effective possible response to the changing (social) environment. The strategic management model is not developed in a "policy void", but is orientated towards Public Social Work Centres (PSWCs) - the bodies responsible at local level for administering social policy and hence for developing local health and welfare policy.
