Description :

The government is seeking to adapt structures and resources in the light of developments at government institutions. One of the newly developed legal instruments to this end is the management contract, the study of which permits the examination of the general context of government institutions and the specific context of autonomous government companies. The rules of application of these contracts can be studied by means of case studies, as can their contribution in terms of the legitimacy, efficacy and efficiency of the institutions.

The study has three parts:

1. The position of the management contract in the general context of government institutions, with respect to a variety of instruments for
ensuring legitimacy, efficacy and efficiency, and in relation to the different measuring and evaluation criteria that are possible;
2. The repositioning of the management contract in the specific context of autonomous government companies and its analysis at two specific
companies of this kind, namely Belgacom and the Post Office;
3 Research into the possibility of applying the recommendations for Belgacom and the Post Office in a general manner, to determine the extent
to which the management contract offers a solution to the new challenges confronting government institutions.
