Performance of public enterprises and services: concept, measurement and determining factors

The objective of this study is to measure the technical efficiency of a representative sample of companies and public services. Measurement is based on the development of an efficiency limit indicating what a completely efficient company would be able to achieve with the resources available to it.

Having been measured, the efficiency level is linked to the institutional and competitive environment and the tasks and hindrances of the studied companies. An attempt is made to identify the variables that can explain some of the variations in observed performance and which influence economic policy. These variables relate to the structure of the market in which the studied company is active, the institutional environment, the rules for internal operation and the specific tasks that the supervisory body can impose on the company.

Finally, mechanisms for improving performance are improved. These relate primarily to the approach to stimuli that can raise the motivation of key personnel in companies and public services and a variety of related themes: management contracts, mobility and promotion system, pay differentials with the private sector, organisational forms of companies and public services.
