Description :

The notions of joint security and joint defense imply an ad hoc institutional framework and a fairly broad range of means of action, especially as concerns joint security. Arms control and disarmament pertain to both areas, increasing joint security and affecting the joint defense measures.

This research aims first to develop, on the basis of original experience, a comprehensive definition of both notions; the "case-based theoretical" approach developed in this way will be applied to the issues of security in Europe for the current decade and beyond.

We shall examine which crises are whorty of being handled by joint security measures and which threats require dissuasive or countering action by a joint defense system.

This analysis of issues involved should lead to intellectual clarification of questions concerning the adaptation, reform, and development of existing organisations : C.S.C.E., NATO, the Western European Union.
