Description :

The DISSCO project is contemplating the development of a dynamic records management system in support of basic administrative and scientific processes within scientific institutions. The basic processes are ones that support overall decision-making and ensure the continuity thereof. In order to make the basic administrative and scientific processes more efficient, the DISSCO project is providing for their automated integration and association with the decision-making structure. The starting point is an existing, but not yet fully perfected application, Pallas, which uses recognised standards for records management. Moreover, it will be expanded into a system capable of creating and administering reliable and authentic documents using various media (electronic and non-electronic).

The scientific institutions that make up the target group are non-profit institutions performing a scientific mission (universities, public-interest bodies and associations) as well as state institutions. During the project, the application will be implemented and tested at six of the seven partners (KMI-IRM, KMSKB-MRBAB, SCK-CEN, SOMA-CEGES, ULB and VUB). The intention, however, is for as many institutions as possible to be able to use the end product.

The DISSCO project created two research-poles: one for the analysis of documentary information culture and structures and one for the analysis of information technology. They will conduct research in close consultation. Project execution is over two phases: in phase one, preparatory research will take place, including analyses of the named spheres in the test institutions, and programming of the system’s shared core and of a specific application for each test institution. Phase two will involve system implementation and testing in relation to usability followed by further system function development.

The partnership responsible for project execution is supported by INFOPOLE I.S. for the administrative coordination while MICRO RESEARCH and BELWARE for the technical research, all of them are subcontractors.
