  Factsheet 1 Increased and secure international cooperation in research and innovation - ‘research security’ (RS): Context and Principles.

Research, technology and innovation are evolving and the world is changing rapidly. International cooperation is an important lever; the key message is:  keep international cooperation as open as possible, as closed/protected as necessary. Together with all stakeholders, we are committed to ‘research security’ (RS). The starting point in our RS is: promote, and not hinder obstruct or control the internationalisation of research, but make it as safe as possible, while  increasing the international cooperation.

We are working on a new culture of collaboration in our R&I ecosystem, with a certain vigilance and due diligence in terms of new partnerships, based on a risk-benefit analysis. It is about know and identify potential risks and dealing with them appropriately.

We make effort in our country towards a coordinated supportive RS -framework for. Different levels of science policy authorities are in dialogue (federal, regions, communities), as well as with other relevant departments such as Justice (e.g. State Security), Foreign Affairs, Home Affairs and Economic Affairs.

Some principles in the ‘Belgian policy and measures’ with regard to RS:

  • Shared responsibility (role of policy makers at various levels, of research funders and of research and innovation institutions themselves)
  • Maximum self-regulation by research and innovation institutions
  • Reducing risks, not breaking partnerships (de-risk not de-connect)
  • Government-wide approach, as part of building resilience: policy makers in the fields of higher education, research and innovation, security, foreign affairs and economy work closely together.
  • Proportionality of mitigation measures (it is not always needed to end a partnership, but take  appropriate action in order to mitigate risks)
  • Country-independent approach (no stigmatisation)
  • Future-proof, dynamic approach (adaptability)
  • Approach led by international engagement (EU, G7..)
