Objectives:

This programme marks the continuation and fulfilment of the current programme of scientific support for standardisation.
The programme is aimed at encouraging Belgian participation in European events relating to standardisation and technical regulations so that Belgium in the future will be able to play a more active role. The programme’s aim is to develop Belgian scientific potential further and increase the involvement in this issue of actors who are less involved at present (scientific world, government bodies, users/consumers, etc.).
Moreover, complementarity is being targeted through programmes within the "Scientific Support Plan for a Sustainable Development Policy" that are instantly being confronted by this problem, for example the programmes involving "Levers for a sustainable development policy" and "Product standards in the food sector".

Description:

The activities being targeted all form part of a vision of sustainable development under which standardisation is not only an instrument of industrial development, but also serves the interests of the individual and society.
In order to achieve the stated objectives, a three-folded approach is being followed:

A. Realisation of pilot studies

This programme component is aimed at consolidating the scientific potential in Belgium in terms of standardisation and technical rules and generating broad interest across scientific circles specifically in this issue.

As a priority, attention will be given to studies that the various federal departments are able to support while performing their role within the framework of the "new approach", for instance when bringing draft standards into compliance with the set of requirements in terms of health and environmental protection, protection of the employee, product safety and other aspects of general interest.
With the exception of the food sector, all research fields are in theory open for the submission of pilot studies. It should however be pointed out that project proposals will be taken into account only if they make a substantive contribution to events relating to standardisation and technical regulations.
The maximum duration of the studies is set at 3 years.

B. Study and evaluation of the impact on society of events relating to standardisation and technical regulations.

Within this framework studies may be conducted that address:

- the economic, legal and/or ethical impact on society of events relating to standardisation and technical regulations;
- the impact on European (international) events relating to standardisation and technical rules on the duties and responsibilities of the Belgian authorities responsible for legislation.
The maximum duration of the studies is set at 2 years.

C. Development of actions geared to promotion/awareness-heightening in respect of events relating to standardisation and technical regulations.

As well as briefing target groups that are less involved at present (scientific world, government bodies, users/consumers, etc.) on specific aspects of events relating to standardisation and technical regulations and encouraging their participation in these developments, this line of action aims at increasing recognition for the available scientific potential in this regard, first and foremost in respect of the federal departments involved.
The actions undertaken should complement other federal initiatives in this regard.
The maximum duration of the studies is set at 2 years.

  • The CEN (European Committee for Standardization) distributes a guide entitled "Exploiting research through standardization - A best practice guide". The objective of this guide is to make researchers aware of the impact of the standardization.
    This document has been carried out within the framework of the MAXIQUEST (Maximising quality and efficiency of standards through normative research) project, which is an accompanied measure funded in the framework of the GROWTH Programme under the Fifth RTD Framework Programme. Maxiquest-Norm aims to improve mutual awareness and integration between the normative research and standardisation communities
