Objectifs:

Le programme STEREO est financé par le gouvernement fédéral belge et géré par la Politique scientifique fédérale (BELSPO).
STEREO fait suite aux programme de recherche belge en observation de la Terre TELSAT géré depuis 1984 par la Politique scientifique fédérale.

STEREO a comme objectif stratégique l’édification d’une expertise belge autonome en observation de la Terre de niveau international en soutien à l’ «économie de la connaissance». Cela se traduit par les objectifs suivants :

STEREO I

- Maintenir et accroître l'expertise scientifique belge;
- Développer des produits et services opérationnels;
- Offrir un appui aux utilisateurs;
- Valoriser et promouvoir le savoir-faire belge.

STEREO II

- Le renforcement du potentiel belge en observation de la Terre;
- La stimulation de l’innovation;
- Le développement de la capacité à participer à des projets et programmes internationaux;
- Le soutien à l’infrastructure belge en observation de la Terre;
- La promotion d'interactions soutenues avec les utilisateurs.

STEREO III

- Soutenir une recherche de pointe, innovante et qualitative dans le domaine de l'observation de la Terre;
- Stimuler le développement de nouvelles applications d'observation de la Terre;
- Maintenir la Belgique en lice et en faire un centre de connaissance international dans les domaines d'observation de la Terre;
- Stimuler et consolider les liens de coopération internationaux des groupes de recherche belges;
- Soutenir les outils et infrastructures belges d'observation de la Terre;
- Induire l'usage de l'observation de la Terre dans de nouvelles disciplines et pour de nouveaux utilisateurs;
- Promouvoir l'observation de la Terre.

Description:

Le programme de recherche TELSAT, qui s'est achevé en 2000, a permis de développer au niveau national une expertise scientifique et technique en matière de techniques de traitement des données satellites. Le programme STEREO avait été lancé pour maintenir le potentiel acquis, permettre à la Belgique de s'investir dans les programmes internationaux, suivre les évolutions technologiques ainsi que développer les services dans lesquels les images satellites sont transposées en information utile. L'utilisation des données hyperspectrales et l'exécution de la recherche en réseaux ont fait l'objet d'une attention spéciale au sein du programme.

STEREO II et III sont appelés à maintenir et à développer l’expertise scientifique de haute qualité acquise par les universités et laboratoires de recherche belges au cours du programme STEREO I. STEREO II et III visent également à renforcer l’insertion des activités belges en observation de la Terre dans les programmes et les actions développés aux niveaux européen (dont GMES) et mondial (dont GEOSS). L'accent a été mis sur l'établissement de liens de coopération internationaux et le développement d'applications.

Les thèmes de recherche prioritaires sont les suivants:

• Monitoring global de la végétation et de l’évolution des grands écosystèmes terrestres;
• Gestion de l’environnement local et régional (eau douce, sol, forêt et biodiversité, agriculture, zones côtières, zones urbaines et péri-urbaines);
• Interactie tussen (verandering in) bodembedekking en klimaatsverandering;
• Epidémiologie et aide humanitaire;
• Sécurité et gestion des risques.
