Federal Open Access Governance

Open Access to publications is a component of Open Science. As Open Science is a research related matter, the Science Policy Department (BELSPO) is competent for the coordination of Open Science at the entire Federal level. Discussions are being held with other federal departments, but federal Open Science implementations may still be pending. Also, some governance structures pertain to the Orfeo Institutional Repository only whereas others cover all Open Science related activity.

Federal Open Access Strategy Committee

The Federal Open Access Strategy Committee consists of experts and interested employees of any federal department, who debate and develop advice on federal Open Science policy. They will analyse requests and remarks submitted by the Open Access Helpdesk and the Federal Departments' Direction committees. They will also prepare suggestions for discussions in the CIS-CFS Open Access interfederal consultation structure, where federal representatives meet with colleagues from the Belgian regions and communities. Tasks for 2018 consist of an Open Research Data pilot project and adapting the BELSPO Open Access mandate to federal requirements.

Orfeo Committee

Every partner institution of the Orfeo project is represented in the Orfeo Committee which is the direct heir to the BELSPO Institutional Open Access Repository Steering Committee. Members are Institutional Open Access Contact Persons in principle. The Orfeo Committee watches over the implementation of the BELSPO Open Access mandate and handles methodological requests and suggestions from the partner organisations. For instance, requests for derogations to policy rules such as the need for protection of publications invoked on bases of quality, strategic, security, commercial, patent-related, or privacy reasons leading to exceptional embargoes may be submitted to the Orfeo Committee. The Orfeo Committee implements policy changes agreed to by the Federal Open Access Strategy Committee and validated by the Departments' Direction Committees.
