New procedure to apply for ARTES and GSTP

Through this communication, BELSPO would like to inform you that our procedures regarding the application for Belgian GSTP and ARTES funding have been adapted.

For what concerns GSTP

As of today, all pending and future funding requests for GSTP will go through this procedure. This will entail fixed dates by which proposals and CCNs must reach us and clear evaluation criteria which will both be published on our website.
Between now and November 2025, three cohorts of proposals will be selected:

  • April 15th,
  • June 1st ,
  • September 15th.

We will only be supporting the following type of activities:

  • GSTP Element 1 Develop Framework activities:
    • De-Risk activities (max 250 k€)
    • Building-Block activities (max 1000 k€)
  • GSTP Element 2 activities:
    • Market-oriented activities (including co-funding).

These three activities are pre-proposal based. This choice was made so that we don’t burden you with a new template type, we will only use templates also requested by ESA.
We will not be accepting proposals for ad-hoc GSTP E1 or E3 activities (activity description based, including compendium activities).


For what concerns ARTES CC

For ARTES Core Competitiveness, activities for which project presentations have taken place before March 18th will continue to be evaluated as before.
For new proposals:

  • À la carte / direct negotiation activities and CCNs will be evaluated in the same cohorts as for GSTP. The evaluation will be based on the Outline Proposal or draft CCN document submitted to ESA and the project presentation. You are allowed to submit the OP to ESA beforehand, but keep in mind the risk of non-selection by BELSPO. Nevertheless the LOS will only be provided by BELSPO after reception of the draft full proposal and PSS sheets, as before.
  • Competitive calls (workplan activities) will continue to be evaluated on a case-by-case basis, taking account the tight budgetary situation.

In the document “BELSPO_ARTES-GSTP evaluation form_v1.pdf, you can find the evaluation criteria and associated weighting factors that BELSPO will use in the evaluations of affected projects.

The evaluation criteria include several sections which might not always be present in the ESA outline proposal. Please check the evaluation criteria against your outline proposal to ensure all criteria are covered in your proposal. Feel free to resubmit your outline proposal if you had already submitted it.
