Objectives:

The '"Action providing scientific and technical support for the diffusion of telematics in federal administrations" is an initiative specifically intended for federal administrations. In view of this, the action is implemented in support of two actions currently underway:

- the "Multiannual programme providing scientific support for the diffusion of telecommunications" implemented by the Commission on Scientific Policy;
For this programme, it is a question of completing the actions currently underway so as to improve the participation of federal administrations.

- the federal plan "Federal government networks and connection to the information highways", in particular the "Federal network" subprogramme.

The federal government is currently engaged in the updating and implementation of more effective communication tools using the existing systems, BISTEL and the Federal Information Service (FIS).

It seems appropriate to make the most of this initiative coordinated at federal level to develop support actions designed not to create systems likely to "duplicate" but instead designed to encourage initiatives within the administrations themselves enabling them to capitalise upon the central initiative more effectively and quickly.

The design advocated for the "federal network of government authorities" means that federal administrations are both users and suppliers of information.

The action must minimise the risk of creating "communication infrastructures" that are effective but under-used through failure to engage the users, in this case, administrations.

Description:

The '"Action providing scientific and technical support for the diffusion of telematics within federal administrations" will be implemented through projects - studies/expertise, pilot applications - based on close cooperation between the relevant federal administrations and external service providers - universities, individuals.

The action implemented is, therefore, first and foremost a "user-oriented" action, that is, it is clearly geared towards the needs and constraints - of a practical, technical, organisational or regulatory nature - of the user administrations; any technical solution considered must first of all be matched against these constraints and needs.

Consequently, it is essential that the administrations involved in the projects play an active role in the identification of needs and the functional analysis as well as in the design and development stages. This should ensure that the results obtained match the objectives established at the outset.

Description of the two subactions:

Subaction I - Studies/expertise

Creation of across-the-board expertise - in technical, organisational and regulatory matters, ... - for the design, establishment and implementation of appropriate and effective telematics systems within and between federal administrations.

Subaction II - Pilot applications

Implementation of demonstration projects enabling administrations to experiment with new communication and information tools (telematics tools) and assess their strong and weak points, particularly in support of the "Federal network" currently being developed.
