The present research programme lies within the framework of the governmental agreement, and particularly its aspect "an effective and attentive Public Administration", and of the process implemented by the Minister of Civil Service.
Alongside the initiatives he has taken and will take in the coming months in the framework of this process, it is suitable to create or to reinforce a scientific potential to which political decision-makers and administrations may turn in order to prepare, implement, or assess plans to modernise public institutions.
The proposed research programme extends a preparatory study conducted in 1998-1999 by Professors G. Bouckaert (KU Leuven) and A. François (UCL) at the request of the Federal Office of Scientific, Technical, and Cultural Affairs, and of a forum they held on 11 May 1999, attended by a broad selection of civil servants.
The programme is based on the work of the College of Secretaries-General, and notably on the reflections and suggestions contained in the note 'Future of the Federal Ministerial Departments' (C.S.G. Doc. 99-24 of 21 April 1999). It was discussed on the one hand with the Minister of Civil Service and of Modernisation of the Public Administration, on the other hand with the College of Secretaries-General.
Organisation of the Research Programme :
The research programme will be carried out in close connection with Government decisions and with the initiatives of the Minister of Civil Service and of Modernisation of the Public Administration.
The scientific contribution of the researchers will consist of the following tasks:
- systematising experiences related to concrete problems in Belgium and abroad so as to draw lessons for the Belgian public authorities;
- developing criteria for choosing the instruments, procedures, indicators that can be used and/or developed in the field;
- developing methodologies for monitoring change and assessing results;
- assessing experiences so as to generalise them to other public institutions;
- in a limited number of cases, the research will be designed to accompany concrete initiatives ('case studies').
Each research team is required to develop an approach enabling, as the research progresses, feedback to the public institution concerned and also to the federal administration as a whole. This means that the research will be exploited not only once it is over but also as it is carried on. The researchers will make sure that the results are of immediate use.
On the basis of the aforementioned elements, it has been proposed to elaborate a research programme focusing on the following topics:
- missions and capabilities of a modern State
- relations between the public administration and the citizens/users of public services
- relations between public institutions and political circles
- guiding the process of change
- insertion of the public administration into the "information society".
