Implementation of this new initiative is designed to respond rapidly to the needs of departments of the Federal Authority in terms of short-term targeted research (duration: 6 months to 1 year) and/or investigative actions pertaining to strategically important domains.
This will be a so-called “horizontal action”; in other words, it is open to funding of research projects within the range of policy topics mentioned in the governmental decisions. The research to be funded under this action can be sector-specific, but a cross-sector approach is also possible.
Calls for proposals will be published regular in the "Moniteur belge". The research topics proposed by the Administrations which should be retained in these calls for proposals are determined by the programme’s Steering Committee.
The initiative is intended to complement on the one hand, the thematic research programmes of the PPS Science Policy, and it thus offers an opportunity to exploit the expertise developed within these programmes, and on the other hand, the research actions funded by the other departments.
The call is open to Belgian university institutions, public scientific institutions and non-profit research centres. Specialised consulting offices can be financed in the form of subcontracting, up to a maximum amount of 25% of the total budget of the introduced proposal.The number of researchers financed per project must be reasonable and realistic in relation to the objectives to be achieved, the available budget and the timing allowed. Given the federal character of this action, the research teams must be able to deal with the problematic on the national scale.
The tenderers may provide for a cooperation with a non-Belgian university or institution. This will be established in the form of subcontracting and will be limited to a maximum of 20% of the budget of the introduced proposal.
There could be a need for targeted experience in the application of interdisciplinarity, which could be met by subcontracting. Subcontracting fees may not exceed 50% of the budget requested by the applicant of the partner involved (for projects set up as a network).
Each proposal set up as a network must include the designation of a coordinator. Besides having scientific and managerial abilities, the coordinator must be able to summarise, integrate and interpret the research results for practical purposes or to support decision-making.
Each proposal will be accompanied by a Follow-up Committee. The objective of this committee is to ensure an active supervision of the project and to encourage the valorisation of the research, via exchanges and provision of data and information, issuing of opinions, proposals for valorisation possibilities, etc.
Besides the representatives of the federal administrations directly concerned by the research theme, the Follow-up Committee will be composed of members who are deeply concerned by the problematic dealt with by the project. For example, the committed will include members of public authorities involved at the international, European, federal or regional levels, industrial actors, other actors representing a community, scientific experts, etc.
